consideration of SENATE BILL NO.  58 "An Act relating to Medicaid                                                               
eligibility;  expanding   eligibility  for   postpartum  mothers;                                                               
conditioning  the expansion  of  eligibility on  approval by  the                                                               
United  States  Department  of Health  and  Human  Services;  and
